Republican staff on the US House of Representatives Subcommittee on Homeland Security has prepared a report on encryption entitledGoing Dark, Going Forward: a Primer on the Encryption Debate. The report says that previous efforts to regulate encryption technology were flawed, and that lawmakers need to learn more about technology before trying to regulate it. Although it 'does not claim any magical solution to the fight over encryption software', the report is described by The Guardian as being 'notable [...] for its measures language and criticism of other lawmakers who have tried to legislate their way out of the encryption debate'. Wired also gives a positive review of the report, saying that its approach to the encryption issue 'sounds more like the arguments of the privacy community that those posed previously by the government'.
