Justice Commissioner Didier Reynders said the European Commission will propose a unique definition of hate speech and frame it as a crime in the European Union. In addition, the proposal will include in the definition of hate speech not only terrorism, but racism, and aggression against minorities. Currently, EU member states have national legal rules to address hate speech that vary in scope and severity.
