The European Commission has welcomed the one-year extension of an agreement among operators, effective 9 July 2023. The Commission has facilitated the agreement between 22 European and seven Ukrainian operators to prolong the agreement that facilitates communication across borders for displaced individuals from Ukraine. This extension allows for the continuation of reduced tariffs, ensuring affordable rates for calls between Ukraine and Europe for those seeking refuge.
Monitoring the agreement's impact is the Body of European Regulators of Electronic Communications (BEREC). Recent data indicates that the agreement has effectively enabled operators to provide inexpensive international calls. Operators within the European Economic Area (EEA) that are part of the agreement benefit from significantly lower charges for cross-border calls compared to non-participating operators.
The Commission also strongly encourages all operators to join this agreement, and an up-to-date list of signatories can be found online.
