Cybersecurity featured in most of the statements at the High-Level Meeting of the General Assembly on the Overall Review of the Implementation of WSIS Outcomes. The danger of cyber-attacks, and international cyberwarfare in particular, was highlighted in several occasions. Some countries such as Estonia expressed the need for international coordination to prevent and counter attacks; others like Ecuador and CELAC noted the importance of international law and norms when dealing with cybersecurity; Malta suggested treating Internet as the global heritage of mankind as response to cybersecurity risks as well; others, like China, pointed out the need for a comprehensive and balanced convention within the UN system to fight cybercrime and ensure security, while several countries including France outlined the effectiveness and close-to-global feature of the existing Council of Europe Convention on Cybercrime. The topic is expected to feature prominently in the Outcome Document as well.
