According to a news report, a suit has been filed by telecom trade groups in New York challenging the implementation of the State's recently signed budget mandate which seeks to force broadband providers to offer a 15-dollars-a-month service to customers who met certain low-income criteria. The trade groups representing the interest of telecommunication companies including Verizon and AT&T stated in their legal processes that 'the broadband service that New York seeks to regulate has never been subject to rate regulation at the federal or state level. The trade groups, according to the report, further stated that whilst they understood the need to close the digital gap, the federal Communications Act precludes New York from regulating broadband rates.
