Smarter Network, Smarter Devices: A Holistic Approach to Policy Control Network Policy on the Device

Policy Control is most commonly associated with PCRF, the 3GPP-defined standard for implementing policy and charging rules. It is the enforcement of these rules at the various network gateways that enable mobile operators to control and monetize their services. Network-based policies create the foundation for delivering a better user experience (and thus a successful business) - everything from family share plans to voice quality for voice-over-LTE calling, to protecting against bandwidth abuse.

While not altogether new, the concept of policy control at the device level is seeing renewed interest in recent use cases that extend mobile operator control to end-user devices. From more intelligent offload decisions to network entitlement of device capabilities, device-based policy is proving to be an invaluable tool in carriers' quest to differentiate their services. These use cases will evolve as the variety of connected devices grows to include personal transport and commercial vehicles and the vast array of M2M devices. The proliferation of such "devices" represents an extension of the network itself and maintaining control of these networks (through network policies) will continue to be essential to the service provider business.
