The proposal emphasises the need to prioritise the interests of developing countries while adhering to principles such as peace, development, and inclusiveness.

In addressing the governance of various new frontiers, China has stressed the significance of ensuring that scientific and technological advancements benefit all of humanity. The country firmly opposes any attempts to restrict or hinder the development of other nations, advocating instead for collaborative efforts to leverage these advancements for mutual progress. Furthermore, China has underlined the importance of active participation and decision-making by developing countries in global science and technology governance, with the UN playing a crucial role in this regard.

Specifically, in the domain of AI governance, China has called for extensive participation by all countries, emphasising principles such as consultation and a people-centred approach. The goal is to establish widely accepted frameworks, standards, and norms for AI governance that ensure safety, reliability, and controllability while fostering shared benefits for all countries.

Additionally, in the context of cyberspace, China has advocated for the maintenance of an open and cooperative environment, rejecting the use of cyber technologies for aggression and geopolitical competition.

In its approach to outer space exploration, China has underscored the need for a peaceful and equitable environment, opposing any form of weaponization or arms race. The proposal calls for the fostering of a shared future for humanity in outer space, with the UN at the forefront of global governance and cooperation. It further advocates for negotiations and the establishment of a legal instrument on arms control in outer space through the Conference on Disarmament.
